Sir H. Just

Sir J. Anderson

So far as we are concerned we need

only suggest Sir Cecil Smith, if Sir J. Anderson

concurs in the suggestion on 32596.

Mr. Max Muller, if available, would be an

excellent representative, as he has had so much

to do with the opium question in China. But this

is entirely for F.0., and we could not suggest

him except privately.

I do not imagine that the Dominions need

be separately represented at the Conference.
