Mr. Max Muller, if available, would be an
excellent representative, as he has had so much
to do with the opium question in China. But this
is entirely for F.0., and we could not suggest
him except privately.
I do not imagine that the Dominions need
be separately represented at the Conference.

concurring in the date proposed by the Netherlands
Goverment for the opening of the Opium Conference at the
Hague, I am directed by Secretary Sir E. Grey to inform
you that he would be glad to be acquainted as soon as

tary of State for the Colonies proposes to designate as
delegates of His Majesty's Government at the Conference.
